The Tennessee Titans are in the enviable spot of holding the first overall pick in the 2025 NFL Draft. With the team desperately needing help on both sides of the football, they get their choice at the buffet with a chance to completely revamp the team.
While the defensive side of the football also needs work, stabilizing the offense is becoming necessary after the Titans went with Will Levis as their starting quarterback for practically two seasons. One analyst has the perfect recipe to get them both the right man under center and a receiver that some analysts have termed the best of the 2025 class.

Titans Projected To Revamp Offense in 2025 NFL Draft
Both Shedeur Sanders and Cam Ward have strong cases as the top quarterbacks in this year’s draft. While Sanders may be the more accurate passer, Ward isn’t far behind and brings elite athleticism to the table.
For the Titans, finding a quarterback isn’t optional — it’s a must. Last season, Levis ranked as the fifth-worst quarterback in PFSN’s QB+ metric, behind even the released Daniel Jones and backup Mason Rudolph.
The latest mock draft from PFSN’s Justin Lewis has the Titans going with Ward. Lewis argued that Ward could be what Jayden Daniels was for the Washington Commanders’ last season.
“Cam Ward is the ultimate playmaker at QB, boasting elite arm talent, effortless velocity, and dynamic athleticism. His confidence and creativity set him apart, but his tendency for risky throws and inconsistent footwork can lead to trouble. Staying on schedule within the offense will be key to his development.
“The Tennessee Titans are not taking Ward to sit behind Will Levis — he will be learning on the fly, hoping for a Jayden Daniels-level impact from the jump.”
Over five years at three different programs, Ward solidified himself as an athletic monster with solid efficiency and an electric arm.
Tallying 158 touchdowns through the air and 20 more scores on the ground, he showcased his dual-threat ability, which makes him a legitimate franchise cornerstone for any franchise. For good measure, he even has a receiving touchdown to show for his versatility.
But Tennessee needs help in the passing game as well. Calvin Ridley was the only receiver to cross 1,000 yards for the Titans last season, and while Tennessee added Van Jefferson on a one-year deal in free agency, he doesn’t appear to be a WR2. He had an 800-yard season four years ago and would best serve as WR3.
That’s why Lewis predicts they will select Missouri’s Luther Burden III. A dangerous prospect, Burden still has a few kinks to iron out.
While not an exceptional route runner, his ability as a playmaker with the ball in his hands is otherworldly. With inside-out versatility and arguably the best YAC ability in the entire draft, Burden is undoubtedly a starting-caliber wide receiver instantly.
He’s already shown he can handle a heavy workload, totaling 1,212 yards and nine touchdowns in 2023. However, he’ll need to demonstrate more consistency, as he tallied just 16 total touchdowns (12 receiving, four rushing) over his other two college seasons.
There will be growing pains with a rookie quarterback and wide receiver. But both Burden and Ward project to be long-term solutions for a Tennessee team that desperately needs a revamp. This pair of selections might give them the spark they’re looking for.
